HC takes suo moto cognizance of UP blasts

Allahabad, Nov 27 (UNI) The Allahabad High Court today took suo moto cognizance of the November 23 serial blasts in the three cities of Uttar Pradesh, which killed 13 people and wounded 70 others.

The HC issued notice to the Principal Secretary (Home), UP DGP to hand over a written explanation regarding security inside the courts.

The court directed both of them to provide unprecedented security cover in various courts of the state, including HC, and ordered them to submit a compliance report within four weeks.

The order was passed by a bench comprising Justices Amar Saran and V K Verma.

The Bench observed, ''a more serious issue arises as to complete failure of intelligence, which permitted such incidents to occur at the temple of justice. The courts have become victims of the nefarious designs of the terrorists.'' The Justices further directed the Principal Secretary and the DGP to inform the court on the next date about the progress of investigation into the triple bomb blasts and the steps being put in place to avert such intelligence failure.

The court also issued notice to the Union of India through Assistant Solicitor General, seeking explanation as why Central Intelligence Agencies could not provide intelligence input to the state government about this planned terrorist attack at civil courts.
