Patna, Nov 24 (UNI) Former Bihar Chief Minister and leader of the opposition in state assembly Rabri Devi today termed as "black card" the report of achievements presented by the state government on completion of its two years in office.

Ms Rabri Devi told newsmen here that the NDA government led by Nitish Kumar had failed on all fronts despite its claims regarding improvement in law and order and ushering in a new era of development and prosperity in the state.

She alleged that the government had even failed to utilise the funds released by the Centre for execution of various welfare and developments in the state and was only engaged in misleading the people in this regard.

''Slogans raised by the NDA during election campaign are now proving hollow and it had failed short of expectations of the people after assuming the power'', the former chief minister said adding the present government had not rectified the BPL list despite the matter was raised by various political parties in both houses of the state legislature.

''On one hand, common man has been suffering for want of basic amenities like water, health and education while precious plots of land were being given to film producer Prakash Jha at very nominal price'', she charged.
