Ranchi, Sep 26 (UNI) Leader of the Opposition in Jharkhand Assembly Arjun Munda today came down heavily on the Madhu Koda-led UPA government, alleging it had failed on all fronts.

Addressing a press conference in the Assembly premises, Mr Munda said a high-level Central team, which visited the state recently to review the progress of all departments, also had criticised the pace of development in the state.

However, Mr Munda said the Central team's advice was tantamount to undermine the state's importance after the departmental secretaries in Delhi were advised to monitor the implementation of various schemes.

After the scrutiny, Central Cabinet Secretary K M Chandrashekhar had asked the State Chief Secretary to brief the former about the pace of development, Mr Munda informed.

'' Mr Koda's ministers are more interested in taking care of personal gains, '' the Opposition leader alleged.

Taking a cue form the review meeting, the former Chief Minister said the present government had 'misguided' people with its claims of rural electrification and development, besides solving roads and drinking water problems.

Lambasting the Koda government, the BJP leader said, '' We will be launching an 'andolan' not with a strategy to come back to power but to make the people aware of the false promises made by Mr Koda.'' Referring to industrialisation in the state, Mr Munda said the present government had cancelled all the previous proposals made during the BJP government.

On violation of norms in appointment of Assembly employees, Mr Munda appealed to Speaker Alamgir Alam to clarify the particulars in this regard in the public interest.

He also made no bones about the government's earlier decision to downsize his security ring, adding, '' I am not afraid of meeting people freely but I feel disturbed to see the government's plot to make me feel insecure. '' '' Mr Koda himself feld from a public meeting some months back on security concerns, '' he said and added if the Chief Minster did not feel secure to reach out to the public, how he could protect the common men.

Regarding five suspended BJP Legislators, he said the party was gathering information about them.

Asked what led to so much delay in taking a decision, Mr Munda said in the party none was paid and the party workers offer service voluntarily. '' We cannot behave autocratically, '' he said.
