Local court frames charges against three officials in Kashmir

Srinagar, Sep 16 (UNI) A local court here has framed charges against three officials, including the Managing Director (MD) of the Valley Milk Producers Federation, for allegedly committing fraud and forgery, causing a loss of Rs 3.13 crore to the federation.

Special Judge anti-Corruption, Srinagar, Sayed Tariq Hussain Naqshbandi after perusal of records and hearing arguments from defence and prosecuting lawyers observed, ''There is strong suspicion that the accused have committed offences, which will be exclusively tried by the court.'' The State Vigilance Organisation (SVO) had filed a chargesheet in the court against the MD, the Accounts Officier and the Accounts Assistant of the federation alleging that they had committed fraud that led to loss of crores to the federation.

The SVO took up the investigation after it received a complaint alleging financial irregularities committed by the officials.

During the investigation, the SVO found that the accused officials had made false entries, insertions and over writing in the records that caused a loss of over Rs 3.13 crore to the federation.

The investigation revealed that the Managing Director had falsely showed to have executed an agreement for the purchase of buffalo milk with the representatives of contractor Hakim Chand on November 24, 1997. However, the contractor was out of station on that day.

The investigation further said an amount of Rs 116645.50 was drawn by the accused as salary of the employees for the month of March in 1999. However, it was not disbursed but allegedly embezzled by them.

The counsel for the accused, however, said the chargesheet did not disclose specifically the period during which the loss was caused to the federation.

He said the MD was not responsible for the fate remittance of the amount as it was the primary responsibility of the Accounts Officier to make remittance.

However, Chief Prosecuting Officer N H Drabu referred to the records to show that the fraud was committed by the accused officials with the sole objective to misappropriate and embezzle the founds.
