NC asks J

Srinagar, Aug 30 (UNI) Chief Whip of the National Conference (NC) Mubarak Gul today alleged that surrendered militants will rejoin militancy if immediate steps were not taken for their rehabiliation by the Jammu and Kashmir government.

Raising the issue during the Zero-hour, he asked the government to act now before the situation went out of hand.

Mr Gul said about 300 militants, who had surrendered in the frontier district of Kupwara of the state, were frustrated as they were not being rehabilitated as was promised to them by the government before their surrender.

He said the youths may take any wrong decision in their frustration warning that they may even join the militancy again.

Usman Majeed took the issue of re-arrest of people under Public Safety Act.

He said he knew a number of people who have completed their jail terms under PSA but were still languishing in jails for more than five years.

Even after being released by the court, police re-arrested them and detained them without any reason, he alleged and said the issue of re-arrest of four persons was also raised by Sartaj Madni in the house.

Mr Majeed said there was no justification for police to arrest a person already released by the court.

Minister for Health Pandit Mangat Ram Sharma assured the member that he will look into the matter.

Mr Majeed said the government order, directing security agencies, including state police, to inform the relative of any person detained by them within 24 hours, was also not being implemented.

Member of the House Sharief Uddin Shariq said a number of steps were taken to improve relations between India and Pakistan.

He alleged that the recommendations made by the Round Table Conference (RTC) held within the state were not implemented so far.

The situation was not changed on the ground and people of the Kashmir valley continued to suffer despite improved India-Pak relations and holding of RTC, he added.
