Mass movement needed for Common School System: Dubey

Patna, Aug 19 (UNI) Former Foreign Secretary Muchkund Dubey has made a clarion call for mass movement to implement the concept of uniform school education in the state.

In his key note address at a seminar today, Mr Dubey, who is Chairman of Common School System Commission(CSSC), said introduction of the uniform school education was the pre-requisite for wiping out inequality in the society.

''Our constitution envisages equity-based society and it is the obligation of the government to take steps for facilitating the children of all sections of the society to get quality education and Common School System(CSS) could be a vital stepping stone in achieving the cherished mission,'' he added.

He stated that Bihar was the first state to seriously pursue implementation of the CSS in the country and the Chief Minister had already indicated strong commitment on the issue by constituting the the CSSC.

''After exhaustive study of the educational facilities, as chairman of the CSSC, I had recommended measures to the state government, which would usher in a new era of quality and uniform education in the state,'' he added.

''When I had submitted the report on the CSS to Bihar Chief Minister Nitish Kumar, the moot point of the discussion was how to implement it and certainly not whether to implement it--was the indication of the testimony to the seriousness on the part of the CM towards the recommendation of the commssion,'' he remarked.

Mr Dubey said the commission had recommended for reducing the existing 13 types of schools in the state to three.

''A time frame of nine years had been suggested by the commission for implementation of all recommendations on the common school system in the state,'' he added.

He said one primary school should be opened within every one km of the residential areas while middle and high school should be opened within every three and five kms respectively.

Similarly, the ratio of teacher and the students must be 1:40 and the state government had already initiated steps in this direction by recruiting a large number of teachers during the past few months, he added.
