New Delhi, Aug 17 (UNI) Congress councillors led by former Mayor Farhad Suri today submitted a memorandum to Delhi Lt Governor Tejender Khanna drawing his attention to the violent incidents in the MCD House on August 13 and asking him to direct the formation of a committee to investigate the incident.

The memorandum said it be ensured that strict action be taken in future against councillors for misconduct or bad behaviour.

Charging Mayor Arti Mehra, Leader of the MCD House Subhash Arya and Chairman of the Standing Committee Vijender Gupta with behaving in a partisan manner, the Congress councillors said the three be told in no uncertain terms that smooth functioning of the MCD was the responsibility of the ruling party.

''They must rise above party lines and ensure the respect and honour of the house,''the memorandum said.

The councillors alleged that the TV footage of the August 13 incidents showed that the top brass of the BJP was openly instigating violence against the outnumbered BSP councillors while, the Mayor was a mute spectator.

Among the signatories to the memorandum were councillors Ajit Chaudhry, Shoib Dansh and Rakesh Rajora.
