New Delhi, Aug 13: Prime Minister Manmohan Singh will make a statement on the Indo-US civilian nuclear cooperation deal in the Parliament today.

Singh will make a "factual statement" on the 123 Agreement.Last week, Singh expressed his anguish over Left's consistent opposition to the bilateral deal.

In an interview to a Kolkata based daily, Singh said that the nuclear deal was not renegotiable and told the Left parties "to do whatever they want to do."

"We have taken a decision, and we will go by it. The deal is signed and sealed, and it is non negotiable," Singh said. On Sunday, External Affairs Minister Pranab Mukherjee expressed optimism of sorting out differences with the Left over the issue.

However, CPI (M) general secretary Prakash Karat asserted that his party would not back track from its opposition on the deal, and questioned whether Congress leaders were ready to run the government.

The Left leaders had warned that the government may have to pay a "heavy price" if it went ahead with the nuclear deal with the US. Singh wants the communist allies to be fair in dealing with the government and they should not understand the deal from the narrow political world view.

The BJP and the Left said the UPA has failed to take into account its concerns. The BJP wants a debate under the Rule 184 that allows the division of the votes while the Left favours a discussion under the Rule 193 that does not call for division of votes in the parliament.

The Third Front or the United National Progressive Alliance (UNPA) has also opposed the 123 pact. The agreement, when finally approved by the U.S. Congress, will end India's global nuclear isolation and allow it to buy nuclear fuel and equipment from the United States and eventually other nations to help meet its soaring energy needs.

Details of a bilateral pact that forms a crucial element of the deal, were disclosed last Friday.
