DDA sets up committee for survey of unutilised plots
New Delhi, Aug 9 (UNI) Close on the heels of unravelling of a scam involving allotment of plots to slum dwellers with the arrest of its kingpin Ashok Malhotra, the DDA today set up a committee to carry out a survey of all the plots allotted by the development authority lying vacant and unutilised to ensure that only genuine slum dwellers were benefitted.
At a meeting, held under the chairmanship of Lt. Governor Tejender Khanna at Raj Niwas today, it was decided to hold an enquiry by a Committee under the Chief Vigilance Officer of DDA and comprising a CVC nominated representative and a senior representative of Vigilance Department of GNCTD.
The enquiry is to be completed within a period of two months and will be totally pointed to establish genuineness and retention of the plots by original allottees.
Members of the DDA felt that such plots remain vacant either due to resale by the original allottee or are held by individuals for speculation purposes, defeating the very purpose of such allotments, which is for rehabilitation only.
Therefore, it was decided that action will be taken to resume the vacant plots after following due process of law. It was also decided by the Authority that, henceforth, no plots should be allotted against demolished jhuggis and low cost housing will be offered on lease basis and on easy installments.
Conditions to check resale and to ensure retention of the houses with the original allottee will also be incorporated in the terms and conditions. Electoral identity cards alone should be made the basis of identification in future.
The other issue which was deliberated in the Authority meeting pertained to schools. It had been opined that in the new Master Plan-2021 the size of plot which is allotted to secondary school has been reduced as compared to earlier Master Plan.
The Schools which are running on bigger plots will be allowed to upgrade into secondary schools as per the norms of the new Master Plan subject to payment of charges for the increased FAR etc.
The limitation of road width has been dispensed with.
At the meeting, a presentation regarding the management Information System was also made to the Authority and Lt. Governor appreciated the efforts made by DDA in computerising the land records wherein details of all villages including their Khesra numbers, date of acquisition and the status of the land as on date, has been displayed.
It was also decided by the Authority that DDA will develop a memorial in the memory of 1857 martyrs. Various locations and a design competition were proposed. The Authority directed that the process in this regard may be started immediately.
