Panaji, Aug 2: 'Utt Goenkara,' a non-govermental organisation here, today demanded a judicial probe into what it termed 'the anti-Goa, anti-people and the anti-environment Goa Regional Plan 2011.'

Aires Rodrigues, a spokesman for the NGO, said a vigilance or CBI inquiry would be a mere farce as it would not get to the bottom of this multi-crore rupee scam involved in land conversions and transactions under the controversial plan which now stands scrapped.

Mr Rodrigues, in a statement, sought appointment of a retired judge like A D Salkar. The Goans, he said, had the right to know the names of those involved in the fraud.

''The Regional Plan was not a mere mistake or mishap but the biggest fraud on the people of Goa since its liberation,'' he said.

Only a judicial probe would reveal the extent of the financial benefits that were amassed through the Regional Plan 2011 by the Pratapsingh Rane household, some ministers and legislators, he said.

The ''Utt Goenkara'' would place before the judicial inquiry all the substantive data it has collected which establishes that Mr Vishwajeet Rane, now health minister, was the major beneficiary of the Plan, he said.

He also asked former Town and Country Planning Minister Atanasio Monserrate to disclose the names of the NGOs and institutions that have benefitted under the Plan.
