Revised APDRP to be implemented soon: Union Power secretary

Kolkata, July, 31 (UNI) With the objective of reforming the power sector nationally, the Central government will roll out a revised APDRP system to reduce Transmission and Distribution losses, Union Power Secretary Anil Razdan today said.

Speaking to mediapersons here in the North East Power Mart 2007 organised by CII, Mr Razdan said the revised Accelerated Power Development&Reforms Programme(APDRP) would evolve a new system in the distribution framework, in order to reduce Transmission&Distribution(T&D) losses.

''We intend to create a system where power utilities will be accountable for the every unit of power they feed into the system.

They will be answerable for the T&D losses as well. The power utilities will get certain amount of loan under APDRP scheme, which will be converted to grant, if they can bring down the T&D losses at or below 15 per cent,'' Mr Razdan said.

Meanwhile, Mr Razdan said the Union power ministry has also decided to evolve a new planning mechanism for the new power projects, both thermal and hydel. Instead of start planning prior to the five-year plan periods, the ministry would now start planning for projects at any point of time, even in the middle of a plan period.

''However, to expedite the planning and implementation mechanism, the Centre has decided that a thermal project would be ready within five years and the hydel projects in 10 year,'' Mr Razdan said.

The new mechanism would be referred to as "Rolling mechansim".

Speaking about the power starved states of North East, Mr Razdan said these states have huge T&D losses which even climb upto 66 per cent.

Elaborating on the five-pronged strategies of the Centre to expedite the power sector reforms, Mr Razdan said ,''We will accelerate capacity addition, cut down T&D losses, allow all kinds of power generation, start rule rectification and promote energy efficiency.'' Mr Razdan said in the 11th Plan period the Central government has set an ambitious target of 78,000 MW power capacity addition.

''Our past record had been very poor. In the last few five year plans, we have added only 20,000 MW,'' he said.

The total power generation in the country as on July 29,2007 was 134942 MW.
