Security bill to be introduced for unorganised sector

Mangalore, July 30 (UNI) Labour and Employment Minister Oscar Fernandes today said the ministry was seriously considering the inclusion of the new Social Security Bill for the unorganised sector for the next Parliamentary session.

Speaking after the foundation stone laying ceremony for the Rs 88 lakh office building of the Regional Directorate Board for Workers Education (CBWE) in the city here, he said the Bill would include accident and death benefits, pension benefits and entrusting local phanchayats to issue ID cards to the beedi workers.

In the recent Labour Commission meeting, the issue of making heir of those who had worked for ten years on contract, permanent had come for serious discussion which would be placed before the upcoming Parliamentary session, besides the issue of bringing more workers in the unorganised sector under bonus benefit, he said.

He said the ministry had also taken the decision for providing social security to the construction workers. It had proposed that a portion of the total cost of every construction should be contributed to the construction labourers as social security.

Almost all State government have agreed to this proposal, he said.

Mr Farnandes said though there was rule to issue the ID cards to the beedi workers, most of the agents of the owners were not issueing these cards. This had deprived them of various benefits besides creating a problem with identifying the beedi workers.

The National Rural Employment Guarantee Scheme providing 100 days' job to the unemployed rural youths which was started in 200 districts had now been extended to 330 districts.
