New Delhi, July 30 (UNI) Condemning the ''undemocratic way '' in which two MGP legislators were debarred from participating in the voting on confidence motion ''Goa Assembly the BJP today threatened to raise this issue in Parliament, move court and organise public demonstrations.

Talking to reporters, senior BJP leader Arun Jaitley said that it was a ''conspiracy hatched by the Congress High Command in which Congress President Sonia Gandhi and Prime Minister Manmohan Singh were involved.'' He said the BJP would not keep quiet and take up this issue at all fora, including Parlliament, courts and public.

Mr Jaitley said that Goa Assembly Speaker Pratapsinh Rane's decision to keep away, in fact, three legislators-- two of MGP and one Congress legislator who had resigned from the party-- from voting, and later voting in favour of the ruling party in the event of a 'tie' enabled the Kamat Government to survive the confidence vote.

He described the action as ''an assault on parliamentary democracy and the constitution.'' Mr Jaitley said the Congress used this tactics in Jharkhand and Bihar earlier and charged the party with'' misusing the constitutional posts for their own ulterior motives.'' Criticising Mr Rane for his action in the assembly today, he accused him of again aspiring to become Chief Minister.
