NHRC notice to Gurgaon SP for assault on mentally challenged boy

New Delhi, July 26 (UNI) The National Human Rights Commission (NHRC) has sent a notice to Gurgaon Superintendent of Police, seeking a report on the reported assault on a nine-year-old mentally challenged boy by a fireman.

Taking suo-moto cognisance of a news report on the incident, the Commission has directed the SP to submit the report within two weeks.

The July 18 newspaper report said Gurgaon fire service personnel had mercilessly beaten up Kalu, who is mentally challenged for no fault of his.

''The father of the victim had lodged an FIR against the fire service personnel. But the senior police official who was investigating the case had said he would wait for the medical report of the victim before taking any action,'' it said.

In another incident, the Commission has issued a notice to the Karnataka Government, seeking a report on the number of children out of school in the state.

The Commission, taking notice of a new report on July 14, has sought the report from the Karnataka Chief Secretary within two weeks time.

''The report raises a serious issue of violation of human rights relating to Right to Education of the children,'' it said.

According to the report, the latest census conducted by the "Sarva Sikshana Abhiyan" stated that at least 80,863 children were out of school in Karnataka.

Of the total number at least 60,516 (age group of 7-14) were dropouts while 20,347 had never been to school.

The census highlighted that Bangalore, had the second highest number of children "out of school", while Gulbarga topped the list.
