New Delhi, July 23 (UNI) The Supreme Court today came down heavily on government agencies for deliberately trying to stall the implementation of the orders of this court and warned that it would stay the operation of Master Plan Delhi 2021 if the agencies failed to mend their ways.

A bench comprising Justices Arijit Pasayat, C K Thakker and Lokeswar Singh Panta in its order said ''The government agencies are given last chance to place on record their affidavits giving details of the ways to provide infrastructure and basic amenities like water, electricity, parking space and roads to make MPD 2021 workable, within two weeks. An adverse inference shall be drawn against the government agencies if they fail to comply with today's directions.'' The apex court refused to accept the contention of Solicitor General GE Vahanvati that there was no attempt on the part of the government to defy the orders of this court dated May 7,2007 and said ''It is all deliberate and the government is deliberately trying not to implement the directions of the court. We will stay the MPD 2021 if the directions of this court are flouted like this.'' Amicus Curiae senior counsel Ranjit Kumar read out from the report of Supreme Court appointed Monitoring Committee which categorically said that MCD was trying to avoid sealing on one pretext or the other.

The court directed both MCD and DDA to file their response to the allegations of the Monitoring Committee within two weeks. Mr Kumar also contended that no government agency was interested in implementing the directions of this court and even the sealing of those premises which are not protected by MPD 2021 is being avoided.
