Female Foeticide case: fact finding team demands inquiry

Bhubaneswar, July 20 (UNI) An eight member fact finding team has demanded a crime branch inquiry into the recent female foeticide case reported in Nayagarha district and stern action against the guilty.

At least seven female foetuses were found packed in polythene bags by a rag picker on the foothills of Duburi hills under Nayagarha police station on July 14.

The fact finding team, led by the People's Centre for Culture Convener Ranjan Mohanty, which visited the area two days after the incident and interacted with the local people, police and officials, said female foeticide was a regular feature in the area and alleged a nexus among the local police, doctors, nursing home owners and district health officials.

The team also expressed concern over the 'indifferent attitude' of the police and health officials to the incident. In its report, the team regretted that no steps had been initiated even three days after the incident.

Neither any senior official of the district or the state administration had visited the spot except the local police, the report said adding that no significant progress in the investigation had been made so far.

The team said despite the proximity of the spot to the police outpost and district Police headquarters, police took nine hours to reach the spot.

The report said although the police visited the spot for investigation, no effort was made for conducting a medical examination of the foetuses. On the contrary, police said the foetuses were not there.

The team said around 12 nursing homes were operating in Nayagarh town and most of them were functioning without any valid registration. This apart, a number of unauthorised ultrasound clinics were doing sex determination tests and abortions in the area.

The fact finding team demanded the state supervisory board constituted under Prenatal Diagnostic Techniques (Regulation and prevention of misuse) Amendment, Act 2002 to function properly and strict enforcement of Medical Termination of pregnancy Act 1971, Prenatal Diagnostic Techniques (Regulation and prevention of misuse) Amendment Act 2002.
