Badal announces various measures to boost industry

Chandigarh, July 13 (UNI) Punjab Chief Minister Parkash Singh Badal has announced a number of measures to boost industry in the state, including setting up of a 250 acre state-of-the-art Industrial Park in Doaba, regularisation of Gadaipur industrial estate in Jalandhar and setting up of District Industrial Advisory Committees in the state.

These decisions were taken during a meeting with a high-powered delegation of various industrial associations namely Jalandhar Chamber of Industries and Commerce, Laghu Udyog Bharti (Punjab Unit) and Federation of Jalandhar Industrial and Traders Associations led by MLA K D Bhandari from Jalandhar North, held here last night.

Mr Badal said the new Industrial Park would be set up at the Jalandhar-Kapurthala Road and the entire formalities with regard to this project would be completed within a month.

The Chief Minister asked the Country and Town Planning department to submit a comprehensive case for the regularisation of Gadaipur Industrial estate positively within three days for his approval.

He also announced the facility of automatic extension in power load upto 25 per cent. In addition, in a bid to ensure a level playing field for Punjab industry in view of the huge concessions granted to the neighbouring states, the Chief Minister also ordered a review of the existing 12 per cent value added tax (VAT) structure and to slash it to four per cent.

In another significant decision, Mr Badal declared that the system of deemed assessment would be re-introduced for both trade and industry and said the requirement of C and D-Forms would be dispensed with.

The Chief Minister said the district-level advisory committees would thrash out the issues pertaining to the industrialists with regard to an early clearance of no obection certificate (NOC) from Punjab Pollution Control Board (PPCB) and extension of power load to cut short the procedural delays.

He said these committees would be instrumental in getting the clearance of the pending references with the different departments of industries, local bodies, labour, excise and taxation, PSEB, PPCB and Municipal Corporation expeditiously.

Continuing the liberal bonanza, Mr Badal also directed that NOC, to industry be issued positively within one month of the receipt of the application. He said in case of failure of the PPCB to issue the NOC within this period, the certification would be deemed to have been issued.

He also asked the PPCB to streamline the procedure for issuing NOC and the completion of other formalities through the prevalent system of three tiers to two tiers thereby, scraping the zonal office and routing the files directly from regional to head office.

The PPCB would be the nodal agency for seeking clearances for other departments also. He also promised to the members of delegation that he would soon meet the Prime Minister Manmohan Singh again to press him for an early announcement of Industrial package for the state on the pattern of Uttarakhand, Himachal Pradesh and Jammu and Kashmir.
