New Delhi, July 12 (UNI) The Delhi High Court today issued a notice to the state Transport Secretary on a petition seeking additional DTC bus services, as well as enhanced civil and criminal liabilities for operators of the 'Blueline' buses.

Issuing the notice, returnable in two days, a division bench headed by Justice Mukul Mudgal and PK Bhasin observed that they would watch the response mechanism of the state government in this period.

It would help them take stock of the situation better, the judges said. They ordered the matter to be heard on Monday along with the suo motu notice issued on Tuesday.

One Sugriva Dubey moved the court to enhance the criminal and civil liability of the blueline bus operators, charged with causing accidents and deaths.

''The speed-happy bus drivers often get away with a little compensation under the present law,'' he pleaded. At most the legal heirs of the deceased get some money which, actually, is paid by the insurance companies, according to him.

''It can't work as a deterrent at all, defeating the whole purpose. Death of a commuter demands an exemplary punishment,'' he said, suggesting that rigorous imprisonment for three years or more may work.

Besides, he urged the court to get the fleet of government transport buses strengthened. ''The state should bring on road not less than 4000 DTC buses on road. Nor must the state change the depot in the market,'' the petition said.

Dubey's petition also called for the state government to provide special purpose vehicles recommended by the different authorities three years ago.
