Cyber Advent To Demystify Adjudicatory Process

New Delhi, July 6 (UNI) An 'e-Courts' project to computerise courts across India will be launched by President A P J Abdul Kalam at a ceremony attended by Chief Justice of India K G Balakrishnan in New Delhi on Monday.

Also present will be Law and Justice Minister Hans Raj Bhardwaj and Communication, Information Technology Minister A Raja, Supreme Court Judges and other senior judicial functionaries.

A follow up of a Report of the E-Committee on National Policy and Technology in the Indian Judiciary, the five-year project is to be implemented in three phases and cost Rs 854 crore, a Law Ministry statement said today.

The first phase scheduled for completion by the end of the current financial year at a cost of Rs 442 crore is expected to improve the subordinate court judges' capacity to deliver speedy and quality justice, the statement said.

It will pay for computer rooms and judicial service centres in all 2500 court complexes, laptops for some 15,000 judicial officers and digital inter-connectivity between all courts-- from Talukas to the Apex Court.

It will create a well structured database of all stakeholders, Courts and cases with user friendly retrievable facilities and digital archiving of the Supreme and High Courts.

The project will create an e-filling facility in the Supreme and High Courts and develop comprehensive and integrated customised software application for the judicial system with regional language support.

The Law and Justice Ministry allocated Rs 187.05 crore to the National Informatics Centre up to March 31, 2007 and the rest ''is being provided during the current financial year.'' It will create a national judicial data centre to give litigational trends across the country at all levels and geographical locations.

It will facilitate digital production of under-trial prisoners and distant examination of victims through video conferencing.

The second phase will make it possible to provide Information and Communication Technology coverage of judicial processes from filing to execution level and of all administrative activities.

The year long third and final phase will create Information Gateways between courts and public agencies and departments, completely demystifying the adjudicatory process and making it transparent, accountabile and cost-effective, the statement said.
