Chennai, July 5: The Special Court for CBI cases, trying the 'Fake stamp paper case,' will frame charges against 13 accused, including the prime accused Abdul Karim Telgi, on July 17.

Special court judge Velu, who commenced trial through video conferencing, interacted with the counsel for the accused, including Telgi, now imprisoned in Pune, and adjourned the case to July 17 for framing of charges.

On behalf of the accused, petitions were filed, seeking a direction to the CBI not to handcuff the accused when they are taken to prison.

They said the Supreme court had clearly stated that the accused should not be handcuffed during the trial. Handcuffing was not only unconstitutional, but also amounted to contempt of court, they argued.

The accused also pleaded for adequate protection in prison and requested that they be given time to go through the charge sheet, running into more than 5,000 pages. After taking on file the petiions, the judge directed the CBI to file its counter on July 12.

On the orders of the Supreme Court, the CBI had taken up investigation in 48 stamp paper cases, spreading across 11 states.

Telgi's involvement was detected in 40 cases. Some of the key accused were in Maharashtra, Karnataka, Andhra Pradesh and Delhi prisons.
