Work done by PHE and PWD without approval and tenders in Kashmir

Srinagar July 3 (UNI) Jammu and Kashmir Public Works Department (PWD) and Public Health Engineering (PHE) departments have executed a number of works without according administration approval and observing the prescribed norms.

Discussing the CAG's report for the year 2005-06 in respect of PHE, a Public Accounts Committee (PAC) under the chairmanship of National Conference (NC) MLA Mian Altaf Ahmed, it was noticed that some work was executed in PHE Department without according administrative approval for Water Supply Improvement Augmentation and Extension Scheme, Mehtabpur, Kathua during October 2002.

However, Commissioner, PHE, A K Angurana briefed the Committee about the reason and circumstances for delay in according administrative approval.

He explained that the funds have been incurred on the specific work for which these were meant.

But the committee has sought certain reports on the subject from the department and decided to go for spot verification of the specific work.

The House Committee constituted by the Speaker Tara Chand to look into the issues pertaining to appointments made and work executed by various departments without observing proper norms since 1996, held its meeting here under the chairmanship of Congress MLA Mrs Khem Lata Wakhloo.

The Committee discussed the PWD (R&B) Department and took stock of the works executed by it without observing the prescribed norms by the government.

Secretary PWD (R&B), Shelendra Kumar briefed the Committee and explained the reasons and circumstances, which led to the execution of some work at the department level without inviting tenders.
