Khanduri presents Rs 4378 cr Revenue Surplus Budget for 2007-08

Dehra Dun, July 2 (UNI) Uttarakhand Chief Minister B C Khanduri today presented a Revenue Surplus Budget of Rs 4,378 crore for 2007-08 with no additional taxation but with an estimated fiscal deficit of Rs 1,460.21 crore.

With a Revenue Surplus of Rs 943.91 crore, the Budget exceeds last year's plan outlay by Rs 378 crore. The total receipts are estimated at Rs 10,868.60 crore and total expenditure is expected to be Rs 11,128.23 crore. The total Revenue receipts are estimated at Rs 9,016.49 crore and expenditure is estimated at Rs 8,072.58 crores. The fiscal deficit is 4.47 per cent of GSDP.

Earlier, Speaker Harbans Kapoor had to adjourn the House and extend it thrice following conditions that prevailed, when opposition parties Congress and Bahujan Samaj Party walked in the Well and staged sit-in demanding discussion on their issues under Rule 310.

As soon as the Speaker entered the House, Congress and BSP members jointly entered the Well demanding discussion on Ranichouri Industrial and Forest University Bill and disbursement of due payment of sugarcane costs amounting to Rs 144 crore to farmers.

The Speaker requested the members of both the parties to take their seat but it fell flat on their ears. They continued to shout slogans against the BJP government.

Parliamentary Affairs Minister Prakash Pant urged them to place their demands under appropriate Rule but to no avail.

Speaker Kapoor adjourned the House at 1120 hrs till 1200 hours.

The Speaker later extended the adjournament thrice from 1200 hours to 1210 hours, 1210 hours to 1220 hours and 1220 hours to 1245 hours.

At 1245 hours, the House assembled and went on unabruptly.
