Plots allotted under 20-Pt Programme to be regularized: Chauhan
New Delhi, June 28 (UNI) The process of regularisation of plots alloted under former Prime Minister Indira Gandhi's 20 point programme will begin soon with the Lt Governor of Delhi granting his assent to a Delhi government's proposal in this regard.
Informing mediapersons here, Delhi Development Minister Rajkumar Chauhan said Delhi Government had decided in December, 2005, to regularise plots allotted under 20-Point Programme to the economically deprived people.
A comprehensive proposal had been sent to Lt Governor Tajendra Khanna. With his assent, the process of regularization of the allotted plots will begin shortly.
Mr Chauhan said that under the scheme, economically deprived people have been allotted plots of different sizes at various places in Delhi.
A total of 12,500 plots were allotted from the year 1981 to 85 and 9,576 plots from the year 1985 to 1989 for residential purpose.
He said these plots had not been registered in the record of the Revenue Department, which had been creating various hurdles for the allottees.
In the revenue record, these plots had been shown on the land of Gram Sabha. Also, if in case a plot was acquired by the government, the allottee used to face lot of problems getting compensation.
Keeping in view all these problems, the government had decided to regularize and register them in the revenue record.
Mr Chauhan pointed out that these plots had been allotted on a lease of nine years and after expiry of this period the allottees had been facing ownership problems.
With all this in mind, the government has decided to regularize the plots.
He said under the present regularization process the current status of these plots would be registered in the revenue record and a certain conversion charge would also be charged for the same.
If the original allottee uses the plot for residential purposes, no fee would be charged from him and if the plot is being used for commercial or any other purpose, a conversion charge of Rs 50 per sq m would be charged.
Similarly, if the original allottee has sold the plot and the present occupier uses the plot for residential purpose, he will have to pay Rs 100 per sq m. However, if the present occupier, who is not the original allottee, is using the plot for commercial purpose, that plot would not be regularized.
Mr Chauhan also said that 23 more villages would be surveyed to know the position of other such plots. He said if any person has sufficient documents regarding the allotment of the plot, he/she could visit the Deputy Commissioner office and get the plot registered in the revenue record.
