Govt blacklists NGOs, streamlines CAPART to check corruption

New Delhi, Jun 27 (UNI) The government has blacklisted many NGOs, introduced the system of on-line monitoring and submission of projects and streamlined financial and administrative systems at CAPART to check corruption and misuse of funds.

Addressing the 44th Executive Committee Meeting of the CAPART here, Minister of Rural Development Raghuvansh Prasad Singh said today that 312 NGOs have been blacklisted during the year 2006-07.

He said that the new projects formulated by CAPART on Rural Young Professional Training Scheme, Rain Water Harvesting, Village Knowledge Centre, Sanitation, Fruit&Vegetable Processing have been well received and substantial progress has been made both in terms of the quality of proposals received and expenditure during the last financial year and also during first part of the current year.

The Minister further said that there has been steady progress in the Grameen Vikas Aandolan Programme and Nirmal Gram Abhiyan.

CAPART has taken several new initiatives, such as selection of Nodal NGOs in a focused manner on need based and location specific approach, Scheme of Financial assistance for preparing Young Professionals in rural areas, Standardised Costing for Water Harvesting and Sanitation and the Scheme of developing Village Knowledge Centre.

A module for Training of NGOs for Training Rural Young professionals, Grameen Vikas Andolan, Stabilized Mud Blocks (SMB) Technology, an alternative of Bricks, Model Scheme on food Processing, Model Scheme on Village Gasifier Technology and Training of NGOs for training Rural Young Professionals have also been developed.
