Srinagar, June 24: The Hizbul Mujahideen, the single largest indigenous militant outfit active in Jammu and Kashmir, has refused to drop arms and join the ongoing dialogue process.

In a statement to the local media here, Hizb operational commander Ghazi Misbahuddin ruled out any possibility of giving up the armed struggle in the strife-torn state.

He claimed that the gun only could lead to the resolution of the long-festering Kashmir issue.

''We will never accept India's condition to shun the gun and then join the dialogue process. The armed struggle will continue till the people of the state are given the right to self determination.'' The Hizb commander said India's offer to militants to leave the arms and then join the dialogue was part of its policy. ''India is not sincere. We are very much aware of its tricks and will never fall into any trap,'' he added.

About the India-Pakistan dialogue process, the Hizb commander said both the countries have signed several accords and agreements so far, but these have failed to resolve the Kashmir issue.

He claimed that Pakistan would never go for any settlement which was not in accordance with the wishes and aspirations of the people of the state and asserted that implementation of the UN resolutions could only lead to the resolution of the Kashmir issue.

The Hizb commander said few separatist leaders who met Prime Minister Manmohan Singh on several occasions always had to return empty handed.

''Till today, India has not taken a single step to indicate that it was sincere in resolving the vexed Kashmir issue. Human rights violations continue unabated and there is not let up in the reign of terror unleashed by troops in Jammu and Kashmir,'' he alleged.
