Delhi govt well prepared to face any challenge of flood: CM

New Delhi, June 19 (UNI) Stating that the Delhi government was prepared to deal with any eventuality arising out of the monsoons, Chief Minister Sheila Dikshit today exhorted all concerned departments and agencies to work in tandem and maintain constant contact in ensuring the required arrangements during any flood-like situation in the rainy season.

Chairing a meeting of the Apex Committee to review the flood control measures in Delhi, Ms Dikshit directed local bodies and the Health Department to effectively disseminate necessary precautionary information on water-borne diseases, especially in densely populated colonies.

The Apex Committee today approved the Flood Control Order 2007, which contains all information on different sectors, control rooms, modus operandi relating to relief and rehabilitation in event of flood and telephone numbers of all functionaries and departments.

It has been decided to undertake flood control activities through nine sector committees in nine districts under the supervision of a Sector Officer of Dy Commissioner Rank. The work of each sector would be overlooked by a Minister. These committees have started functioning from June 15. Representatives of all concerned departments have been nominated to Sector Committees, which would draw an action plan on different points.

A central control room has also been made functional in the office of Dy Commissioner (East), where different agencies/departments have deputed their liaison officers. Functions of central Flood control rooms are to receive flood warnings, to submit flood situation reports, to issue necessary flood warning and direction for evacuation, arrange necessary food articles and relief supplies, maintain liaison with upper Yamuna Division of the Central Water Commission and to maintain a fleet of vehicles.

For purpose of studying the flood situation in river Yamuna, reference to water level at Old Railway Bridge is taken as the basis.

The warning level at Old Bridge is 204.00 m and danger level is 204.83 m. First warning would be issued when the discharge from Hathni Kund Barrage exceeds one lakh cusec, second warning would be issued when the discharge exceeds three lakh cusec and third warning would be given when the flow exceeds five lakh cusec.
