New Delhi, June 17: Jammu and Kashmir (J&K) government should have an unbiased outlook while extending fiscal and other incentives to the industry to enhance business activities and to generate more employment, an industry body said here today.

Industry body PHDCCI has urged the state government to do away with the distinction between thrust and non-thrust industries.

The recent fiscal package announced by the Commerce Ministry for the North Eastern states should act as a role model for initiating specific programmes for boosting economic activities, the chamber said.

''Some proactive steps are required to give a critical push to the economic activities in J&K while employing the people in economic activities,'' PHDCCI President Sanjay Bhatia said.

Another recommendation of the chamber is the enhancement of capital investment subsidy from 15 per cent as of now to 30 per cent. Also, automatic approval limit of this subsidy should be increased from Rs 30 lakhs to Rs 1.5 crore per unit, the body pointed out.

''Since the state's major economic activity is tourism centric, such subsidies should be extended to activities like hotels, adventure tourism, leisure sports including rope ways, medical and health services, vocational training institutes like hotel management, fashion designing, bio-technology, IT-related training centres etc, and helping the growth of theses sectors as well.'' The fiscal incentives package announced for North Eastern states includes these segments.

The chamber also pitched for purchase preference to the local SSI units to help tide over the difficulties faced in marketing goods and services. The local units do not demand price preference and can supply goods of the stipulated quality as per BIS standards.

The chamber also suggested a waiver in toll tax and entry tax for select items, such as materials for construction of hotels.

Augmenting power generation, transmission and distribution, tapping IT potential, all round development of Samba Industrial Growth Centre, setting up of an ESI Hospital and relaxation of local labour criteria was also suggested by the chamber.
