New Delhi, June 13 (UNI) A meeting of the MCD Standing Committee today witnessed verbal clashes between the ruling and the opposition benches on the issue of submission of a detailed report on sealing and desealing of commercial premises.

Rapping the MCD commissioner for the four-week delay in submission of the report, leader of the Opposition in the MCD Jaikishen Sharma said his party would not allow proceedings of the committee to go on till the report was submitted.

He said having come to power on the issue of sealing of commercial establishments, it was strange as to why the BJP Government was delaying the submission of the report, detailing the number of sealings carried in Delhi since March last year.

A clash ensued between the ruling BJP and the Congress on the issue which continued for more than half an hour.

In the report, the commissioner said in the first phase of sealing from March 29, 2006 to May 19, 2006, 14033 units were sealed, all of which were subsequently desealed after promulgation of the Delhi Laws (Special Provisions) Act, 2006 on May 20, 2006.

In the second phase of sealing, from September 1, 2006 till June 11, 2007, 10553 units were sealed, of which 2376 units have so far been desealed.

Stating that the process of desealing of units sealed in the second phase was on, commissioner A K Nigam said in cases where there were no complexities involved, the DCs of the area were sending the files directly to the Supreme Court-appointed Monitoring Committee with its recommendations. Further, a meeting between corporation officials and the Monitoring committee was held every wednesday to decide on the units to be desealed.

The commissioner said so far 7648 applications had been received for desealing of premises sealed in second phase.
