Builders' body welcome Guwahati draft master plan

Guwahati, Jun 11 (UNI) The Assam Real Estate and Infrastructure Developers Association (AREIDA) today welcomed the Draft Master Plan 2025 for Guwahati, pointing out that rectifications of some 'drafting mistakes' was necessary to make the draft plan better.

Addressing a press meet here, AREIDA president P K Sharma said, ''It is the first proper master plan in 40 years. Indeed a commendable job has been done by the government.'' He pointed out that after the master plan in 1964, all efforts at planning the growth of the city had been 'unscientific, unprofessional and wholly incomplete'.

Mr Sharma added that the plan had few drafting mistakes, but these could be rectified with constructive suggestions of stakeholders, the date for which had already been extended.

The AREIDA has welcomed a number of proposals in the draft plan, including the important sectors of housing, water supply, transportation, meeting power demand, education, health, environment, pollution control, heritage conservation and tourism, city image and structure and recreation and other facilities.

Its president described the surveys conducted in preparing the draft proposal as thorough and adequate in these sectors, in keeping with the projected demands on these facilities by 2025.

The AREIDA, however, pointed out major inconsistencies in the zoning regulations in the draft plan. It highlighted that many areas that have already developed as commercial zones have been marked as residential areas.

Commercial activities have not been extended to areas that have a potential for development along such lines, like the road between Jalukbari and airport and Six miles to Panjabari, etc.

Moreover, some private land in Kharguli and Ramsai hills have been brought in green zone and previous industrial land in Amingaon area marked as commercial and semi-commercial areas, the AREIDA president added.

Mr Sharma further said development control regulations needed complete amendment as the norms laid down did not tally with the building by-laws 2006.

The builders' body also pointed to inadequacies in the sewerage disposal, solid waste disposal and drainage proposals in the draft plan.

It also cautioned on the population figures as estimated in the draft master plan as the projected figures could be low than the actual ones.

The AREIDA, however, maintained that the draft master plan could be rectified and the city's planned growth initiated.
