New Delhi, Jun 4 (UNI) Delhi High Court today imposed a fine of Rs 25000 on the owner of a Guest House for concealing facts relating to the sealing of his premises and approaching the court for a relief against the sealing drive.

Justice Geeta Mittal directed Ramesh Talwar, owner of Vasundhra Guest House at Sukhdev Vihar to pay Rs 30,000 as penalty for filing a frivolous suit asking for relief from sealing his premises and seeking to restore licence. The court asked the guest house owner and his partners to pay the amount to Delhi Muncipal Corporation (MCD).

Talwar had filed a petition in court on 10 June, 2005, challanging MCD's decision to cancel the licence of his guest house situated on a road which was less than the stipulated width of 60 feet. MCD had issued a show cause notice to the owner and made arrangements for its sealing.

Meanwhile, MCD also found out that the Guest house did not have a licence from the DCP (Licencing) which is mandatory to run a guest house.

Earlier, the MCD had issued him a licence to run the Guest House but after finding out the facts about non compliance of the mandatory condition it also initiated proceedings to cancel the licence of the guest house.

Under the laws, various licences are required to run a guest house which include a licence from Deputy Comissioner Of Police (licencing), MCD and also the permission from Residents Welfare Association.
