Aizawl, June 2 (UNI) The Mizoram Cultivators and Labourers Union (MICLUN) has urged the government to change all primary schools in the state into English medium so that their children can catch up with their urban counterparts.

A memorandum submitted to the state education minister today by the MICLUN stated, ''Our children lag behind their English medium counterpart not in terms of intelligence, but in terms of competeting in English.'' MICLUN suggested that the schools of the district capitals be transformed to English medium. MICLUN also voiced concern over proxy teachers in the schools.

MICLUN also pointed out that the teacher-student ratio in government schools in rural areas is 1:40 as against 1:6 in urban areas. It urged the the government to rectify the education status of the state.

The memorandum also dealt with the RTI Act. It accussed the state government of violating the Parliament's rule by modifying the RTI rules in its RTI Rules 2006.

The state had denied access of information to the BPL people.

''This has created great problems to the BPL people seeking information under the RTI Act, and should be rectified,'' the memorandum demanded.
