Fishing community demanded stringent implementation of CRZ

New Delhi, May 31 (UNI) The fishing community in the country has demanded stringent implementation of 1991 notification on Coastal Regulation Zone and opposed its dilution through the Swaminathan Committee recommendations.

The government had come up with a notification (not even a set of rules, let alone an act) after 44 years of independence to protect the country's coasts, a statement said here today.

However, Swaminathan Committee recommendations, which were a result of a process where the fishing community was totally kept out of any kind of consultations, virtually regularised CRZ violations, it said.

The 1991 notification declared coastal stretches which were influenced by tidal action (in the landward side) up to 500 metres from the High Tide Line (HTL) and the land between the Low Tide Line (LTL) and the HTL as Coastal Regulation Zone; and imposed restrictions on the setting up and expansion of industries, operations or processes.

National Fishworkers' Forum sought formal recognition of inalienable traditional and customary rights of the fishing community in the coastal zone and thereby ensuring preferential access of fishermen over coastal resources.

It also sought participatory management regime in matters relating to the coastal zone as the fishing community was the principal stakeholder.

The forum also sought ban on industrial aqua-culture, sand mining, thermal and nuclear power plants, ship breaking yards and land reclamation efforts in the coastal zone.
