Mayawati issues 26-point charter to UP babus

Lucknow, May 28: Defining the priorities of her government, Uttar Pradesh Chief Minister Mayawati issued a 26-point charter to all officers of the state to set in motion the implementation of schemes aimed to provide a ''clean, honest and pro-people administration.''

Giving thrust to the speedy disposal of people's complaints, the Chief Minister has directed all Principal Secretaries, Secretaries, Divisional Commissioners, District Magistrates and Departmental Heads to make available to the people of the state basic infrastructural facilities, expedite rural and urban development, create employment and free the state from crime.

In her first communication to the bureaucracy of the state, Ms Mayawati resolved to establish a 'corruption-free' and 'development-oriented' administration in the state catering to all the sections including SCs/STs, OBCs, religious minorities and general sections alike, as per their problems.

The five-page charter of the Chief Minister has emphasised the redressal of people's grievances in an effective manner while an 'on the spot' review of various welfare schemes would be done by the Ms Mayawati herself on a periodic basis.

The official circular, spelling out the priorities of the BSP government, has directed all senior officers of the state to launch a drive to ensure admission of students from class one to eight.

Primary education being on top of the state government's agenda, senior officials have been asked to strive hard to improve the standard of elementary education by ensuring higher student turnout, presence of teachers and improving infrastructure in this sector.

Making a strong case of getting rid of unruly and criminal elements from universities and higher education institutions, the Chief Minister has asked the district administrations to cooperate with Vice Chancellors and principals in this regard.

''The discipline and creation of an academic atmosphere coupled with stringent action against anarchial elements would be the priority of the government,'' she said in the circular.

Expressing her government's commitment to eradicate polio from the state, Ms Mayawati has asked state officials to take the assistance of all sections of society in this regard.

She has also asked officials to make and implement relevent schemes for beautification of towns, cities and metros with special attention being accorded to sanitation and hygiene aspects. ''The central schemes for rural and urban area development should be implemented with all seriousness,'' she told the officers.

The boring of handpumps, repair of tarnsformers, effective implementation of Public Distribution System (PDS) and redressal of minor problems of traders sould be attended to with a sense of urgency, the circular directed the officials. It also asked officials to make prior preparations to tackle floods and drought in the state.

The problems of pensioners, shelterless, poverty-ridden people, widows, handicapped and old people had to be addressed on time-bound basis, she said.

These directions were prepared after Ms Mayawati's first meeting with state officials on May 19 last.
