UP to have 7 super speciality hospitals

Lucknow, May 24(UNI) In a major boost to investment in health sector the Uttar Pradesh government has invited proposals from the private sector for setting up seven super speciality hospitals in the state.

Each hospital would have 500 beds and cost around Rs 150 crore along with a medical college. The government has initially fixed a time frame of three years for the completion of these seven hospitals to be located at Agra,Lucknow, Azamgarh ,Jalaun, Bijnor, Saharanpur and Ambedkar Nagar.

The decision taken by the state cabinet here today has also extended several tax benefits to the investors as already announced in the 'Service Sector Investment Policy', which include exemption from stamp duty on registration of land for the hospital and relief from trade tax on the purchase of equipment and machinery for the hospital.

State cabinet secretary Shashank Shekhak Singh said the government has decided to adopt a transparent process for the selection of the investors and the same process will be adopted as done in case of the global bidding for the mega projects.

He said the role of the government will be strictly of a facilitator with no financial participation.

''UP has to keep pace with the infrastructure development so these hospitals are to be set up at the earliest, presently barring the SGPGI. In Lucknow there was no super specialty hospital in UP and the people had to rush to Delhi for specialized treatment,'' Mr Singh said.

Mr Singh said that each hospital would have 500 bed each and it has left to the discretion of the investor whether to set up the medical college along with the hospital or not. He said in view of the resistance by the farmers against the land acquisition in several states, the investor would procure the land through negotiations with the farmers. If need be then only the state authorities will intervene for the acquisition of the land. The government will arrange the clearance from various state authorities like the forest and environment to the investors.

The private hospitals will provide free treatment to 25 per cent of the total patients. Of these 10 per cent will be from SC and ST category and rest 15 per cent will be the Below Poverty Line (BPL) card holders, freedom fighters, ex and sitting MLAs.

Retired state government employees will have the facility in these hospitals as they are provided in the SGPGI.

In another decision, the state government has decided to appoint 1400 doctors on contract basis on a monthly honorium of Rs 18,000.

''These doctors have to do duty from 0800 hrs to 1300 hrs daily and two hours in the evening while Rs 500 per day would be deducted if they are absent,'' the cabinet secretary said.

Similarly technicians and nurses would also be appointed on contractual basis with monthly hononarium of Rs 8,000 and Rs 9,000 respectively.
