New Delhi, May 22 (UNI) The UPA government today said the dialogue process with Pakistan was predicted on the neighbour fulfilling its commitment not to permit any territory under its control to be used to support terrorism in any manner.

"The Report to the People," released here on the occasion of the Congress-led coalition completing three years in office, said "the government remains concerned over infiltration and cross-border terrorism." It said the government had pursued a policy of constructive engagement with Pakistan to establish peaceful, friendly and cooperative relations.

"However, the dialogue process is predicated upon the January 6, 2004 commitment of the President of Pakistan not to permit any territory under its control to be used to support terrorism." The report, released by Prime Minister Manmohan Singh at a dinner hosted to UPA partners at his official 7 Race Course residence, said the Composite Dialogue made some progress over the past year with the signing of an agreement on Reducing the Risks from Accidents relating to nuclear weapons and a revised Shipping Protocol.

It said India had the initiative of opening of five points on the LoC for movement of people, release of prisoners and fishermen, extending tariff concessions under SAFTA to Pakistan, starting of cross-LoC and cross-border bus services and the Khokrapar-Munnabao rail service.

In this context, the report said the Joint Anti-Terror Mechanism, set up during the Foreign Secretary-level talks in November 2006, would test Pakistan's resolve and commitment to combat cross-border terrorism.

It said efforts were underway to start the Srinagar-Muzaffarabad truck service across the LoC for trade.

The two governments had already agreed to expand the list of pilgrimage sites under the 1974 protocol.

Referring to the Indo-US civil nuclear cooperation, the report card said both sides had started negotiations on a bilateral agreement for implementation of the understanding of July 18, 2005 and the March 2006 separation Plan.

It claimed that India's trade with most of the countries in the East has shown significant improvement during 2004-07, in pursuance of the "Look East" policy.

The report said new passport offices wouldbe opened at Amritsar, Dehradun, Raipur Shimla, Coimbatore and Madurai in 2007.
