Second batch of CISF inducted by Distcoms to curb power theft

New Delhi, May 18 (UNI) Two more companies of the CISF were today inducted by the distcoms to deal with cases of power theft, as part of their efforts to reduce A T and C losses in Delhi to below 15 per cent.

Two companies of the CISF were formally inducted in NDPL and BRPL at a formal ceremony with Delhi Chief Secretary R Narayanswami as the Chief Guest.

Also present on the occasion were Principal Secretary (Power) Rakesh Mehta and IG of CISF S P Singh.

Speaking on the occasion, Mr Rakesh Mehta said,''the A T and C losses at the national level are Rs 20,000 crore per annum while the demand in Delhi is increasing by 400 MW (appox.) per annum..

With the deployment of the CISF, the AT and C losses will be brought down to 15 per cent.'' Claiming the rate of ATandC loss reduction in Delhi was fastest in the country, he said,''in Delhi it is four per cent per annum while the national rate is one per cent.

Stating that the theft of electricity was a major concern for Delhi Government, Mr Mehta said,''huge losses are incurred every year as a result of theft of electricity.'' It has been seen that the consumers indulging in theft of electricity often assault the employees of the enforcement wing of the power distribution companies during raids and inspection of the suspected premises. The Discoms were conducting raids to curb theft of electricity in Delhi with the security provided by Delhi Police.

However, they have been requesting the Delhi Government to make arrangements for a dedicated police force, for the discoms as Delhi Police was unable to provide a dedicated strength for all times.

Pursuant to such a request, the Delhi Government requested the Ministry of Home Affairs to provide three companies of CISF for protecting the Discom employees while carrying out anti-power theft raids/inspections.

Accordingly, the Union Ministry for Home Affairs agreed to place three companies of CISF, one for each Discom, at the disposal of Delhi Government's Power Department to provide security to the Discom officials while carrying out anti-power theft raids/inspections. The expenditure on CISF is to be borne by respective Discoms.

The first batch of CISF personnel was deployed at BSES Yamuna Power Limited on August one last year as the areas it caters to are more prone to power thefts.

The balance companies of CISF also reported on May 1 for providing security to enforcement staff of other two discoms, namely, North Delhi Power Limited and BSES Rajdhani Power Limited.

After two weeks of orientation training, this force is being formally inducted today for operational duties in NDPL and BRPL.

The CISF companies will assist BRPL and NDPL Enforcement Teams in their drive against power theft in South and West Delhi areas.

Under the CISF Act, its personnel may carry arms and detain the accused, without a warrant, before handing him/her to the local police for further action.
