New Delhi, May 17 (UNI) The BJP today deplored the three-year performance of the UPA government led by Dr Manmohan Singh and said it was a total failure on all fronts with its anti-people policies and the Prime Minister had earned the dubious distinction of becoming the weakest ever person to man the post.

BJP Parliamentary Party Spokesman, while commenting on the UPA Government completing three years on May 22, made a caustic remark that the Prime Minister was unable to come out the shadows of Congress president Sonia Gandhi. He was the first Prime Minister yet to shift over to Lok Sabha despite being in the post for three long years, he said reminding all other Prime Ministers in the past had moved to the Lower House giving up their Rajya Sabha memberships.

He said the Government was in a minority in Parliament on the issue of price rise issue and every party was attacking the UPA policies. The Government was a failure be it on checking the unemployment or farmers suicides. The internal contradictions in the UPA had prevented the government from coming out with Bills on Women's Reservation, Unorganised Labour and Lok Pal. The reforms of the economy and labour was a casualty because the Left parties were not allowing things to happen the way the government wanted.

Eight ministers having quit their offices during the period spoke volumes about the internal contradictions and quality of administration. The common man felt betrayed by the UPA government which came to power in the name of 'aam admi', Mr Malhotra said. Answering questions about the Supreme Court ruling that no CBI probe was needed to tackle the case of 'fake encounters', the BJP Spokesman said his party always maintained that there was no need for CBI inquiry as Gujarat CID was carrying on the investigations under the Court's supervision. ''This is a slap on those who were demanding CBI probe,'' he said.

On the proposal of state funding, Mr Malhotra said his party had supported the idea right from the days when Late Mr Inderjit Gupta Committee mooted it. ''They have recommended state providing indirect support like providing vehicles and petrol, posters, and infrastructure for candidates of national and state recognised parties for holding public rallies during elections.'' When there was state help for the candidates, there should be no further scope for spending from the candidate's own resources, corporate or private sources, he asserted.
