SC/ST major beneficiary under rural development schemes: Govt

New Delhi, May 16 (UNI) The Ministry of Rural Development has provided budgetary allocation of Rs 3439.51 crore under the Sampoorna Grameen Rozgar Yojana (SGRY), Swarnjayanti Gram Swarozgar Yojana (SGSY) and Indira Awaas Yojana (IAY) for the Scheduled Castes (SCs) and Scheduled Tribes (STs) during 2007-08.

Minister of State for Rural Development Suryakanta Patil, said in a written reply in the Rajya Sabha today, that Rs 4339 crore have been allocated under these programmes for the benefit of SCs and STs. Under SGSY, 50 per cent of the total swarojgaris assisted shall belong to SCs/STs.

To another question, she said that as per Indira Awaas Yojana (IAY) guidelines, at least 60 per cent of the total IAY allocation during a financial year should be utilised for construction/upgradation of dwelling units for SC/ST BPL households.

At present financial assistance for an IAY house is provided at the rate of Rs 25000 for plain areas and Rs 27500 for hilly areas.

These rates of assistance have been revised from April 1, 2004. The financial assistance provided under IAY may not necessarily meet the total cost of an IAY house. Labour component is generally contributed by the beneficiary himself and sometimes beneficiary also mobilises his/her own resources.

The revision of norms of financial assistance under IAY is done from time to time keeping in view the factors such as rise in cost of material etc. The Working Group set up for preparation of 11th Plan proposals, have also recommended substantial increase in financial assistance for IAY houses in view of increase in cost of construction of houses.
