Mayawati announces new transfer policy for IAS, IPS
Lucknow, May 14(UNI) A day after taking over as Chief Minister, Ms Mayawati today adopted a new innovative transfer policy to prevent corruption.
Now all the transfers of Indian Administrative Services(IAS) officers below the rank of principal secretary and Indian Police Services(IPS) officers below the rank of additional director general of police (ADG) will be done by the 'Services Establishment Board'.
The decision of the new transfer policy, adopted by the first time in any state of the country, was taken by the state cabinet here this evening.
Briefing mediapersons, newly appointed Cabinet Secretary Shashank Shekhar Singh said all the transfers above the principal secretary and ADG will be done by the CM, while all other IAS and IPS officials' transfer will be decided by the Board in consultation with the Cabinet Secretary.
He said the board already exists in the state which have three members each in IAS and IPS category. While in the IAS board, the Chief Secretary is the Chairperson and Chairperson Revenue Board is one of the members, in the IPS board Principal Secretary (Home) is the chairperson and the DGP is the member.
The CM has also directed that no unnecessary transfers be made this year and the new system has been evolved to save the time of the CM so that she could carry out ''constructive work for the state and nation.'' The policy was also adopted to prevent the prevailing corrupt practices as it is being termed as 'transfer industry'.
Mr Singh said the ministers would be authorised for the transfers of other departmental officials from joint director and above, Principal secretary of the departments are authorised for the transfers of Class-I officials while transfer of other categories from Class-II and below will be done by the departmental heads.
