Amnesty International calls for fair probe into Guj encounter

New Delhi, May 14 (UNI) Taking cognisance of the 'fake' encounter case, an international rights body today called upon the Centre and the Gujarat government for a prompt, thorough probe into all the reported unlawful killings by Gujarat police since 2002.

Bringing out a brief report on the Gujarat case, rights watchdog Amnesty International said all those responsible for such killings should be brought to justice.

While expressing concern that the NHRC and the Gujarat Human Rights Commission have been unable to ensure appropriate investigations, the Amnesty asked for assurances from the Gujarat government that state sanction will be given for the prosecution of public servants ''responsible for the killings''.

It also urged the Gujarat government and the Centre to ensure that the inquiries comply fully with the requirements of Principle 18 of the UN Principles on the Effective Prevention and Investigation of Extralegal, Arbitrary and Summary Executions and that the terms of reference of such inquiries were available publicly.

It reiterated its stance that those convicted should not to be given death penalty as this punishment contravened the right to life and the prohibition of cruel, inhuman or degrading treatment or punishment.

The Amnesty had made these observations on the encounter case, in which Sohrabuddin Sheikh, was killed on November 26, 2005.

Three IPS officers-- D G Vanzara, (Deputy Inspector General Gujarat Border Range), R K Pandian (Superintendent in Intelligence Bureau) and Dinesh Kumar M N (Rajasthan Police) have been arrested by the CID (Crime) for their alleged involvement.
