Mizo Govt employees prefer Central pay to MPC
Aizawl, May 10: Employees of the Mizoram Government have formed Central Pay Demand Committee even as the state government is to implement the Mizoram Pay Commission 2005's recommendations.
When the Mizoram Pay Commission 2005 (MPC 2005) submitted its recommendations last year, Aggrieved Committee on Mizoram Pay Commission 2005 was immediately formed. The committee, after a meeting at Archives Hall here, resolved to change its name to Central Pay Demand Committee (CPDC) to object the implementation of the commission's recommendations in favour of the central pay structure.
According to sources, memorandum has been prepared for the cabinet approval to implement the MPC 2005 recommendations.
Some employees' associations of Mizoram government appreciated the commission's recommendation, whose view the committee also shared.
However, in view of the betterment of the government employees as a whole, the central pay structure is more preferable, CPDC president Lalrammawia told UNI.
The CPDC would not immediately swing into action to demand the central pay structure. It would instead observe how the umbrella organisation of Mizoram government employees, Federation of Mizoram Government Employees and Workers take steps in favour the committee's objectives. It would only take necessary steps if the FMGEW fails.
Clarifying the CPDC stand, Lalrammawia said that the Centre constituted Sixth Pay Commission which has already been in working.
The commission must be deciding pay structure on the basis of price index in the central India while price index in Mizoram again depends on the Centre. The price index is not decided by the government employees' salary instead it decide pay commissions decisions on the salary just opposite, he said.
In the past, pay commissions usually recommended to increase pay structures of government employees to the ratio of 1:3 while the increase of MPC 2005 recommendation is about 1:1.5. With this, the implementation of MPC 2005 would be very disadvantageous to Mizoram government employees compared to the Sixth Pay Commission in central India, said Lalrammawia.
If the government is going for price control they don't mind to draw lower salaries, added Lalrammawia, though he did not believe such things are pragmatic.
