Nepotism, casteism cast shadow on Mulayam rule: Kapil Sibal

New Delhi, May 4 (UNI) Congress leader Kapil Sibal today said Yadavs were given the lion's share in recruitments and promotions in Uttar Pradesh during Mulayam Singh Yadav's rule, which also saw the height of nexus between politicians, bureaucrats and criminals.

Citing figures, Mr Sibal told reporters that as many as 656 of the 1,878 candidates recruited in the Provincial Armed Constabulary (PAC) in 2004 were Yadavs.

The community accounted for 34.93 per cent of the recruitments, while their representation in the state's population was a mere six per cent, the Congress leader said.

At the same time, only 110 Muslims, accounting for 5.85 per cent, were taken into the PAC, despite Mr Mulayam Singh's claim that he was the champion of that community's cause, Mr Sibal said.

Further, the Mulayam Singh Yadav government recommended cases of 46 State Civil Services officers for being promoted to the IAS cadre in 2005-06 without the mandatory verification to check whether they had a blemishless record or any departmental enquiry was pending against them.

Of the 46 officers, departmental enquiries were pending or warnings had been issued against eight, Mr Sibal said.
