Allahabad, May 4 (UNI) Allahabad High Court has directed the union and state governments to take necessary steps for making fundamental duties and moral education compulsory in all schools and institutions established by the religious communities, including madrasas so that every citizenary develop according to the constituent assembly.

The order was passed by Justice S N Srivastava last Saturday, while giving details of the judgement in Anjuman Madarsa Noorul Islam's case, where the court had held that on the basis of their population and strength, Muslims have now ceased to be a religious minority in India.

Holding that muslims have now ceased to be religious minority in its 89 pages judgement, the HC observed ''Muslims constitute an important part of the citizenary of India and have a significant role to pay in developing the country as a strong nation. It is necessary that every citizen must become liable for their duties towards the nation and society at large as contemplated under Article 51 (a) of the Constitution.'' The Court said every citizen of India is liable to perform certain duties for abiding by the constitution and respect the national flag and anthem. Every one is liable to protect the sovereignty, unity and integrity of India to promote brotherhood.

The operative portion of the judgement was pronounced by a single judge on April 4 last, which was later stayed by a division bench on an appeal by Uttar Pradesh government.
