DHBVN to have Haryana Panchayats as franchisee

Hisar, May 4 (UNI) The Dakshin Haryana Bijli Vitran Nigam (DHBVN) has decided to offer operation and maintenance of power supply system in villages to the Panchayats by appointing Gramin Vidyut Pratinidhies (GVPs).

A spokesman of DHBVN said here today that in view of provision in the Electricity Act-2003, National Rural Electrification contained in the Rajiv Gandhi Vidyutikaran Yojna, DHBVN has decided to enroll gram panchayats as Franchisees or managing electricity operations in villages.

Village panchayat as Franchisee shall undertake all electricity related activities like meter reading, bill distribution, cash collection, maintenance of distribution network, new connection facilitation and recovery of arrears from connected as well as disconnected consumers.

For this work, the panchayat shall appoint an ITI trained person who will be called Gramin Vidyut Pratinidhi (GVP). DHBVN shall pay Rs 4500 per month to each panchayat for hiring the services of a GVP.

For up to 500 consumers in a village, a panchayat an appoint one GVP, for more than 500 to 1000 consumers, it can engage two GVPs and in a village with more than 1000 consumers, panchayat can engage three GVPs.

The Nigam will pay Rs 4500 for 500 consumers, Rs.9000 for 501 to 1000 consumers and Rs.13000 for more than 1000 consumers. The GVP will have to wear the uniform of orange colour for which DHBVN shall pay Rs 1000 per year.

The Panchayat will provide office room to the GVP while tools, ladder and other material required for managing faults on low tension network and maintenance work, will be provided by the DHBVN.
