New Delhi, May 3 (UNI) Rajya Sabha Chairman Bhairon Singh Shekhawat today expressed annoyance and displeasure over the absence of two ministers, who were slated to lay papers on the table of the House, forcing the government to apologise.

After the members had laid on the table of the House the reports of the Department-related Parliamentary Standing Committee and the Public Accounts Committee, Mr Shekhawat called the name of Overseas Indian Affairs Minister Vayalar Ravi to make a statement in connection with his reply made in the Rajya Sabha on April 26.

To his chagrin, Mr Shekhawat realised that the minister was not present in the House.

He then called Minister of State in the Prime Minister's Office Prithviraj Chavan to lay some papers, but he was also absent.

Mr Shekhawat nearly lost hos cool when Shipping and Road Transport and Highways Minister T R Baalu, who was to introduce a bill to further amend The Seamen's Provident Fund Act, 1966, was also not to be found.

Mr Baalu was, however, present in the House during the Question Hour, but he left the House soon after it was over.

Showing his displeasure, Mr Shekhawat pointed it out to Minister of State for parliamentary Affairs Suresh Pachouri, who was present in the House.

''I offer apology for their absence,'' Mr Pachouri told the Chair.

''Seeking apology will not do, the ministers should be careful,'' an unconvinced Mr Shekhawat told him curtly.
