Srinagar, May 3 (UNI) Peoples Democratic Party (PDP) patron Mufti Mohammad Sayeed today said the dark era of making and breaking the governments in Jammu and Kashmir was over and asserted nobody would now dare to fiddle with the people's verdict.

''The state is yet to recover from the horrendous consequences of such manipulative tactics and there is absolutely no scope for repeating the same,'' he told PDP workers from Rafiabad, Pattan and Budgam constituencies here.

Mr Sayeed said re-establishing primacy of the people's mandate through the 2002 Assembly elections became the fundamental input for transforming the state's ground situation as it restored the public faith in the political institutions.

''And any attempt by any quarter to subvert the rejuvenating democratic process would only amount to abusing the public trust,'' the former Jammu and Kashmir Chief Minister added.

He said the only way to ensure sustainable peace in Jammu and Kashmir was that greater trust needed to be reposed in the people by strengthening the civil society and democratic institutions.

''The people of Jammu and Kashmir are the sole custodians of the state's interests and this fact needS to be recognised and respected, Mr Sayeed said, adding that nobody should now even think of undermining the people's supremacy.

The PDP leader made it clear that New Delhi will have to move fast on his party's demand for reduction of troops and revocation of the Armed Forces (Special) Powers Act (AFSPA) as such measures were now unavoidable.

''It is the human security and dignity that must now take the centre-stage,'' he said and emphasised that dependence on the security forces and draconian laws should be phased out by strengthening the civil society institutions in the state.

Mr Sayeed said even one of the Working Groups, constituted by Prime Minister Manmohan Singh at the end of the second round-table conference here last year, had strongly recommended revocation of AFSPA and dealing with the situation through normal laws.

He expressed surprise over the contradictory statements emanating from various quarters over the state's prevailing security scenario.

While the UPA leadership was trying to rightly project the real picture of sharply declining violence levels, some politicians were unfortunately trying to paint a gloomy picture of the situation, only to score political points, the former Union Home Minister said.

''Such paradoxical proclamations would only complicate the problems confronting the state and its people,'' he added.

The PDP patron expressed the hope that good sense would prevail on these politicians. ''Spotting the lucid writing on the wall, they would, instead of creating a fear psychosis through hawkish rhetoric, channelise the people's yearning for peace and reconciliation in the positive direction,'' he added.
