Manual Scavenging continuing despite efforts from the NHRC

Bangalore, Apr 28 (UNI) National Human Rights Commission (NHRC) Chairperson Justice S Rajendra Babu today expressed regret that the practice of manual scavenging was continuing in the country despite efforts by the Commission.

"The action of the State towards eradication of manual scavenging has been painfully slow and there is a need for total commitment and absolute dedication in order to tackle this degrading practice", he said at a two day national seminar on the ''role of NGOs in support of NHRC in better Promotion and Protection of Human Rights'' which began here today.

Seeking the NGOs to actively involve in abolishing the abominable practice, Justice Babu said that the Commission, inter-alias, stressed the importance of utilising the services of the NGOs, who could give valuable assistance as they were aware of the ground realities.

He said the Commission has stressed the need for the involvement of genuine NGOs in the implementation of programme to motivate people in the direction of making sincere efforts to abolish the practice of manual scavenging more effectively.

Stressing the need for close cooperation between NHRC and NGOs in various fields, he said that the Commission was working as dynamic process and NGOs as a catalyst for action. The Commission has benefited by the alternative and comprehensive efforts by NGOs which provide fuller and offer more critical analysis of the problem from the State agencies.

He said that the promotion and protection of human rights would gather momentum if there was cooperation between the Commission and the NGOs. To further strengthen the relationship with NGOs, the Commission had been holding a series of consultations with NGOs and voluntary organisations engaged in the promotion and protection of human rights, on a regional basis.

Karnataka Governor T N Chaturvedi, in his inaugural address said that the role of NGOs was very important in protecting human rights since they work at grassroot level.

He said "we have to construct a better mechanism to protect the human rights. Earlier, volunteers and individuals had played vital role in removing social evils and now as the change of time a collective efforts by forming NGOs have come into existence and need of the hour is to encourage them." The Governor also stressed that the NHRC should come out with guidelines for the NGOs and fix a target and time frame to achieve the goals of the Commission.

More than 300 delegates, including 45 NGOs, luminaries of Judiciary including NHRC member Shivraj V Patil, NHRC Core Group on Health Member Dr H Sudarshan, former NHRC member V S Malimath are participating in the two day conference.
