Bihar: Nitish seeks report to change admin rules

Patna, Apr 16: Bihar Chief Minister Nitish Kumar has directed the Administrative Training Institute(ATI) to prepare a comprehensive report on existing rules of administrative functioning in various states and suggest measures to tone up government functioning in Bihar.

Mr Kumar told newspersons here today after a 'Janata Darbar' that ATI Director G S Dutta had been asked to minutely study the laws and rules and regulations of other states and prepare a report suggesting improvement in the existing law enforcing system of Bihar.He said the ATI had also been directed to study the responsibilities at all rank and file in different departments of other states and enlist them in the report so that the required changes could be made here also for better functioning.

''No society can be free from crime and a crime-free state can be an idealistic thought, not practically possible,'' Mr Kumar said.

The government was adopting a more practical approach for checking crimes and through this strategy, it had succeeded in rescuing Prince from the clutches of abductors in Darbhanga,he added.

He said the government had accorded top priority to the law and order situation and reiterated that no criminals were now being patronised.

For rescuing the abducted school boy, Ankit, Mr Kumar said a special task force had been constituted which was seriously involved in its mission.He said any criminal incident was a matter of concern for everyone and appealed to the people to cooperate with the government in its attempt to check crimes.

Mr Kumar said satisfied with the governments performance during the last financial year, ground work was being done which would continue throughout April for effective implementation of the work enlisted for the current fiscal. He said apart from ways and means of improvement in law and order situation, the government discussed strategies for execution of new schemes in the current financial year and the modous operandi for removing obstacles coming in the way of government authorities and cabinet colleagues.

He said the secretaries of different departments along with the ministers would monitor and review developmental work in each district allotted to them. He opined that the step would certainly boost the states development.

He lauded the revenue collection of the state saying it realised 90 per cent revenue during the just concluded financial year. He said the government was concentrating on revenue generation and Bihar being a big state with lots of economic activities it could be done with little extra efforts.

Mr Kumar praised the Union cabinet for giving the green signal to the construction of 890 KM long roads under Phase III of the NHDP saying the third phase of the project was hanging fire owing to the lackadaisical attitude of the Centre. He said the Detail Project Report was already prepared and the Centre should now take up the construction on the same.

He also requested Union Social Justice and Empowerment Minister Meera Kumar, MP from Sasaram, to begin the Durgawati project at the earliest as his government had already fulfilled the conditions imposed by the Centre on the basis of the Supreme Court directions.

He said as per the direction the state government had taken action against those guilty of irregularities in the project and had also raised compensatory forestry fund of Rs 186 crores for the project.
