ARC favours separation of powers

Bhubaneswar, Apr 13 (UNI) Administraive Reforms Commission(ARC) Chairman Veerappa Moily today said the power of the judiciary,the legislature and bureaucracy should be redefined to prevent one encroaching the other.

''The country has been witnessing degeneration with administrative anarchy in absence of clear power defined for the judiciary, legislature and the bureaucracy,'' Mr Moily said.

Separation of power for these three organs should be clearly defined so that there could not be any interference, he said adding once the power was defined and legalised, the encroachers could be taken to task for interfering.

The ARC, he said, would look into the aspect and suggest separation of power, ''otherwise the judiciary would occupy the legislature and the legislature interfere into the bureaucracy and vice versa ultimately leading to social anarchy''.

Mr Moily, who led a 15-member ARC team to the state, held a series of discussions with Chief Minister Naveen Patnaik,government officials and retired civil servants during its three-day visit on a wide range of issues on civil service reforms,citizen centric administration and measures to strengthen the district and state administration.

It also held a public hearing to elicit opinion on various issues of administrative reforms.

To a question,he attributed the growth of naxalism in the country to bad and no governance and said the Commission was trying to give special attention to these neglected areas where the administration had failed to deliver the goods and provide even the minimum basic needs to the people.
