New Delhi, Apr 10 (UNI) Underscoring that ''access and equity'' will be the hallmark of the Government's efforts in the field of education in the 11th five year plan, Human Resource Development Minister Arjun Singh today said the Centre was examining all legal options for providing reservation to OBCs in the central institutions.

The Supreme Court has directed the government to ''keep on hold the operation of the Central Educational Institutions(Reservations in Admissions) Act so far as it relates to Section 6 thereof for the OBCs. The Government is considering all legal options to resolve the issue at the earliest,'' Mr Singh said.

He was speaking after inaugurating the two-day Conference of State Education Ministers here.

The HRD Minister said the main objective of the meeting, which was taking place at the commencement of the 11th Plan, was to jointly take stock and devise strategies so that maximum possible progress could be achieved during the Plan in the education sector ''in terms of access, equity, quality and efficiency.'' ''Educated, skilled, healthy and empowered people are an asset and the challenge before us is to ensure that each and every citizen of India is an asset,'' he said.

Mr Singh said the conference will deliberate on issues concerning the entire gamut of education such as elementary, secondary, higher and technical education.

He said the recent initiatives of the Central Government for 11th Plan such as the extension of Mid-Day Meal Scheme to the upper primary stage and increasing the Central Plan outlay for Secondary Education, bulk of which wouldl go as assistance to State Governments were some of the areas where Centre would look forward to getting feedback from the States.
